What is Semi-Rigid Road Pavement?

Semi-rigid pavement is a hybrid pavement system that combines elements of both flexible (asphalt) and rigid (concrete) pavement. It consists of an asphalt wearing surface (or flexible overlay) resting on a base or subbase layer that has been chemically stabilised or hydraulically bound to provide structural rigidity.

In other words:

  • The surface behaves like a flexible pavement (bituminous/asphalt)
  • The base/subbase behaves more like a rigid layer due to chemical binding (cement, lime, fly ash, etc.)

Thanks to this combination, semi-rigid pavements distribute traffic loads more broadly than standard flexible pavements, while being less brittle and joint-prone than full rigid pavements.

Our in-house asphalt plant, material testing facilities, and mix design capabilities allow us to tailor pavement solutions to specific project requirements. By embracing sustainable materials and modern construction practices, we enhance performance, extend pavement lifespan, and reduce environmental impact.

Stringent Quality Control and Assurance

Quality lies at the core of everything we do. Every phase of construction, from material selection to compaction and finishing, is governed by strict quality control measures. Our accredited teams conduct rigorous on-site and laboratory testing to ensure compliance with Singapore’s highest engineering standards. With meticulous supervision and accountability at every stage, clients can trust that our pavements are built to perform and endure.

Proven Track Record in Singapore

United E&P has a strong track record of delivering major infrastructure and road maintenance projects across Singapore. Our work spans expressways, aviation facilities, and urban road networks, often completed under challenging site and traffic conditions. With a comprehensive understanding of local regulations, soil characteristics, and climate considerations, we deliver road construction solutions that meet both performance and sustainability goals.

Our Semi-Rigid Pavement Construction Process

Material Preparation and Selection

  • Site investigation and design parameters: Assess subgrade condition, traffic loading, drainage needs, and performance targets to define layer thicknesses and specifications.
  • Aggregate selection and grading: Source durable, well-graded aggregates for the base to ensure stiffness, compaction, and long-term stability.
  • Binder selection and mix design: Determine the optimal hydraulic binder (e.g., cement or blended binders) and content through laboratory trials to achieve the required strength and shrinkage control.
  • Moisture and density targets: Establish optimum moisture content and maximum dry density to guide field compaction.
  • Material handling and stockpiling: Implement clean, segregated stockpiles and proper moisture conditioning to maintain consistency before placement.

Cement-Stabilised Base Construction

  • Precise mixing: Blend aggregates and binder uniformly (in-situ or at plant) to the approved mix design for consistent performance.
  • Placement and shaping: Lay the stabilised material to line and level with controlled layer thickness and uniform surface.
  • Compaction to specification: Compact within the set time window to achieve target density and minimise early-age cracking risk.
  • Curing and crack management: Apply curing methods (e.g., membrane or moisture curing) and adopt appropriate relief measures to control shrinkage and prepare for overlay.
  • Protection of the base: Prevent premature trafficking and water ingress to preserve early strength gain and durability.

Asphalt Overlay Integration

  • Interface preparation: Apply prime/tack coats as specified to ensure strong bond between the stabilised base and asphalt layers.
  • Paving at the right window: Place the asphalt after the base has adequately cured, observing temperature and weather constraints.
  • Compaction and joint control: Use defined rolling patterns to meet density targets and construct tight, well-sealed longitudinal and transverse joints.
  • Surface finish and drainage: Achieve required smoothness and crossfall; integrate edges, gullies, and tie-ins to manage surface water effectively.

Quality Control and Load Testing

  • Laboratory and field testing: Verify aggregate grading, binder content, moisture, and strength for the base; core and test asphalt for density, thickness, and voids.
  • In-process checks: Monitor layer thickness, alignment, temperatures, and compaction in real time for continuous compliance.
  • Structural verification: Conduct proof-rolling and, where specified, deflection testing (e.g., FWD) to confirm load-spreading performance.
  • Documentation and handover: Provide full as-built records, test results, and maintenance guidance to support lifecycle performance.

Technical Expertise and Innovation in Pavement Design

At United E&P, every semi-rigid pavement project is guided by a balance of technical precision, scientific research, and sustainable engineering practices. Our team combines deep civil engineering experience with continuous innovation to deliver road structures that are durable, efficient, and environmentally responsible.

Engineering Expertise

Our engineers integrate proven methodologies with modern construction technology to ensure superior structural performance. From mix design optimisation to layer stabilisation and load transfer analysis, every design decision is informed by technical data and field performance results. This expertise enables us to adapt to the specific soil, traffic, and environmental conditions of each project to ensure long-lasting pavement integrity.

Research and Development

United E&P maintains a strong commitment to R&D, supported by in-house laboratory testing and collaboration with industry partners. Our laboratories allow us to conduct trials on binder content, aggregate composition, and base stabilisation techniques. This hands-on research helps us refine mix designs, enhance material efficiency, and develop high-performance solutions tailored to each client’s requirements.

Innovation and Custom Design

We leverage data-driven modelling and material testing to tailor every semi-rigid pavement system to its intended use, whether for expressways, airport runways, or industrial roadways. Through innovative design methods, we optimise the balance between rigidity and flexibility, enabling our pavements to handle heavy traffic loads while reducing long-term maintenance needs.

Sustainable Construction Practices

Sustainability is built into our engineering approach. We minimise waste through precise material dosing, promote efficient use of cement and asphalt, and prioritise recycling wherever possible. Our mix designs are engineered to lower embodied carbon without compromising strength or durability. By adhering to environmental best practices, United E&P ensures each pavement not only performs well but also contributes to a more sustainable infrastructure landscape in Singapore.
